WWS July 1, 2024 (Housing Rating System).
What is it?
It can’t have escaped your notice? The Housing Valuation System, or WWS for short, has been modified and thus has been in the news frequently. The Affordable Rent Act specifies that the mid-range rent is also subject to regulation. The system has been in place for years, but adjusted July 1. It is designed to determine the maximum rent of a property. The main pillars here are the surface area, the WOZ value, outdoor space and the energy label. Additional points include parking, built-in appliances in the kitchen and bathroom amenities.
By July 1, 2024:
The rental market consisted of two sectors. Social Sector and Free Sector. Every year the boundary (liberalization limit) between the Social sector and Free sector was determined and with the calculated number of points you could see whether a property fell into the Social or Free sector.
If the house was in the social sector, the government determined the maximum basic rent through the WWS.
Did the property have more points than the liberalization limit was? Then the property fell into the free sector and was not tied to a price determined by a point number.
After July 1, 2024:
The rental market now consists of three sectors; Social Sector, Medium Rent and Free Sector.
It is now mandatory to carry out a point calculation for all properties and should the property then fall into the middle rent according to the new WWS, that rent is also mandatory and the landlord must adhere to this rent.
Where previously only the social sector was regulated by the government. Are now both social sector and middle rent regulated. For the free sector, the price is still determined by market forces.

What impact does this have?
Many properties that were previously in the free sector and where the market price applied will now be in the middle rental. So the government will be regulating more rents than before.
The regulations for rents under the WWS system apply to new leases entered into after July 1, 2024. Only in a few cases, where the rent actually belonged in the social sector but was nevertheless rented at a higher price, adjustment is necessary.
It is therefore crucial to carry out (or have carried out) a proper point calculation that takes all aspects into account.
