A tenant can register at the address where he or she lives, with a valid and signed rental agreement. Moving within the municipality of Groningen can be reported to the municipality online. Offline, this is possible through an appointment at the municipal office (Kreupelstraat 1 in Groningen). This requires a valid ID, birth certificate and a signed rental agreement.
Deregistration happens automatically when registering at a new address within the Netherlands. Moving abroad? If so, notify the municipality (online).
De-register early to avoid problems and additional costs (such as municipal taxes).

Termination of the rental agreement can be done in writing: by mail or post. The cancellation is in good order and will be processed when you have received a confirmation of this. The agreement has a notice period of at least one calendar month. The confirmation letter states what is expected at a pre- and final inspection.
At the handover, the key is handed over. Tenant and landlord go through the property together and any details are noted. This completion report is the basis for the final inspection when the tenant leaves.
It also lists the meter readings, the number of keys and any repairs to be made.
Upon termination of the lease, an appointment will be made for a pre-inspection and final inspection. The pre-inspection will take place 1 to 2 weeks before the end of the rental agreement. The final inspection takes place when the keys are returned. Together we will look at the house and any special details will be noted.
If there are repairs to be made, cleaning work or missing keys, this may be deducted from the security deposit. If there are no details, the deposit will be returned within two weeks.
Details, missing or broken parts of the inventory or repairs can always be passed on during the rental period.
A tenant can choose their own energy supplier for gas and/or electricity. A contract for water must be concluded with Waterbedrijf Groningen(Water Company Groningen – 24/7 Water Natuurlijk dichtbij).
An agreement for energy can be for a fixed or flexible term. Rates can also be fixed or variable. Pay attention to this when entering into the agreement. These things can be arranged before the key transfer has taken place.
It is difficult to give advice on the amount of the advance payment, this depends on the tariffs, the energy efficiency of the house and, of course, the heating behavior. We can, however, help tenants with these agreements.
Parking on the street or in the neighborhood is possible with a parking permit. This can be applied for if the tenant is registered at the address with the municipality and the license plate is in the tenant’s name. The number of parking permits and their cost depend on the number of people registered and the location in the city.
It is also possible to apply for a permit for visitors who want to park their car (the visitor permit).

Please note that there are locations in the city where it is not possible to apply for a parking permit (because there is a private provision for cars or it is a car-low zone).
A tenant is responsible for keeping the property clean. We expect the property to be neatly occupied.
It is possible to arrange cleaning service through Van der Meulen Brokers, at the end of the rental period or on a regular basis.
The home (building) is insured by the property owner. The owner also arranges contents insurance when the property is delivered furnished.
A tenant must take out the following insurances:
– contents insurance (in the case of an unfurnished property, but also for the personal belongings taken to a furnished property).
– liability insurance.
– glass insurance.
Minor maintenance is the tenant’s own responsibility. Minor maintenance includes refilling and bleeding the boiler.
Major maintenance is performed by a professional, the cost of which is borne by the landlord. Annual maintenance is performed on the boiler to ensure that it continues to operate optimally and efficiently.
During the rental period, defects may occur in the property. It is important to know which costs are the responsibility of the tenant and which are the responsibility of the owner. In Groningen, most waste is collected in underground containers. A garbage pass gives access to such a container for disposing of residual waste and plastic.
Other waste should be separated by other means, namely:
Glass: there are glass containers at various locations for everyone to use.
Paper: there are paper containers at various locations for everyone to use.
Textiles: there are textile containers at various locations for everyone to use. Clothing etc. can also be brought in at various thrift stores.
GFT: do you have a garden? Then you can also use a green container that is collected by the municipality. If there is no green container, GFT waste does not have to be separated.
Small chemical waste: this can be brought in at waste dump station or the chemical cart.
Bulky waste: four times a year it can be brought free of charge to a garbage drop-off station. Large electrical appliances can be picked up free of charge.
